Admin rights

We have recently installed a new computer that has a
Windows XP operating system. Initially, this computer was
set up with a user account with admin rights so that the
individual could load their software. This task was
successfully completed. However, after attaching the
computer to the network, the network administrator wanted
the user account changed so that the user did not have
admin rights. I understand why a user should not have
admin rights to the server but there has to be a way to
allow a user to update their own hard drive. Almost every
software installation updates some part of the WINDOWS
directory .... but it would only be on their C: drive.

Please help!
