Trouble with XP security update 823559

I have installed this update a dozen times. My update
history shows it installed successfully -- every time.

Update Notification keeps telling me it has an update,
and it's this one -- over and over again.

I've used Windows Update directly to install also.
Windows Update, even though it shows as having been
successfully installed, keeps telling me I need this one
also.

Any ideas?
