Prevent users from saving data to desktop

Correct me if I am wrong, but I believe you will need to
activate 'Active Desktop' and then you can set all the
permissions you want on it. You can do all of this thru
Start -> Run -> gpedit.msc -> User Configuration ->
Administrative Templates -> Desktop -> Active Desktop.
