Outllook Express account dialog when sending email.

This question is for my tech illiterate relative.
When sending email, via Outlook Express, on XP Home Ed.,
with each message we get a dialog that asks for account
name and password.
 1) Typing in the password, when it is not permenantly
   greyed out, and "remembering" does not work for
   subsequent messages.
 2) OE->Accounts->Properties->Servers & trying all
   combinations of incoming/outgoing account info/passwd
   has no permenant effect. I.E. very next outgoing
   message invokes dialog asking for password.

My guess is that there is yet another level in XP, that
is overriding our ability to get OE to permenantly
remember the outgoing mail account name/passwd.
How do we get OE or XP to remember his password?
