task manager

My kids clicked on something, and a download started. I
tried toi kill download through task manager, and I got
the message 'task manager has been turned off by the
administrator'. Also, it won't let me turn off the
computer like it used to. Can someone offer some advice
to turn task manager back on. Thanks.
