If you have a security tab then you are already using NTFS.
I do not use Home, so have not seen the behavior you mention,
but find it hard to understand it would be that different from Pro.
In Pro you are asked if this should be propagated to all sub-content.
If for some reasone the new permission did not propagate, but the
ownership did, then you can try, at the top-level folder, in the
security dialog for permissions (not the Owner tab) click on the
Advanced button and toward the bottom you will find a checkbox
that controls forcing the permissions to reset all sub-content
permissions.
