Can't access defrag or device manager since XP reinstall

I have just reinstalled my XP Pro. This was due to a
serious crash and was the only way I could get windows to
start up.
Since then I am unable to access device manager (or
defrag with virtually the same error message) due to the
following message

Microsoft Management Console

MMC cannot open the file C:\WINDOWS\sysytem32\devmgmt.msc.

This may be because the file does not exist, is not an
MMC console, or was created by a later version of MMC.
This may also be because you do not have sufficient
access rights to the file.

Any ideas??
