Unable to set permissions on shared folders

I have XPpro. Just yesterday I reinstalled Windows and
now I don't seem to have access to something that was
there before. I can right-click on a folder to share it,
but I no longer have access to the permission setting
where I can set r-w-e priveledges. When I right-click on
the folder and choose 'Properties' I see only 'General'
and 'Sharing' tabs, where I used to also have 'Security'
and 'Web Sharing'. Is there some global setting I haven't
turned on or something? Please help, this is driving me
nuts.
