Securtity problems

I can not get into Windows through any method. I have
tried system restore and safe mode and all of that. I can
get to the recovery console. I have an error that appears
when I try to log in, error code: 0x8007007e
A problem is preventing windows from accurately checking
the license on this computer.
Is there any way of repairing this problem using startup
disks and the recovery console?
