Since it is not as simple as just having the group, that is
to say the group also needs the correct grants, I would
suggest trying
1. reinstall the Framework v 1.1 runtime redistributable
2. failing that 1 helps, try reinstall, with first uninistall
    if necessary, of the VS 2003 (major pain, I realize)
