VC++ Error on My Computer, IEXPORE and Folder Items

This seems really strange to me but here goes.

I have WinXP Pro + SP1 and several updates from windows
update site.

- A few users (Limited Account/Members of "User" only)
get a VC++ Runtime Error with explore.exe. It happens
with anything like My Computer, folder shortcuts on
desktop, Internet Explorer too. Error message is: "This
application has requested the Runtime to terminate it in
an unusual way. Contact..."
- Administrator account and another Admin type account
does not have any issues.
- Another limited user account created like right after
install does not get error either.
- If I create a new user, it has the same problem.
- If I make any affected user ID an Administrator, it
goes away. Switch back from Admin, problem comes back.
I don't want to make all users on the PC admins.

Looking at event logs I see several of these types of
entries: (I'm not sure what to make of this either other
than there must be some default profile assigned that
does not allow explorer to run).
