If you are using AOL as your ISP, you need to minimize your
AOL browser and launch Internet Explorer, then visit the Windows
Update web site while using Internet Explorer.

Try the following solution from the Windows Update Troubleshooter:
http://v4.windowsupdate.microsoft.com/troubleshoot/

Select:
"Problem Downloading/Installing a Software (Non-Driver) item"

Follow steps under:
"Install stops at 0% when using the AOL Browser"

While using the Internet Explorer browser, try downloading
the updates again: http://v4.windowsupdate.microsoft.com/en/default.asp

Visit this web site if you still experience difficulty installing
Windows XP Security Patch 823980:

How To Fix The Cryptographic Service Error
http://www.updatexp.com/cryptographic-service.html

Direct download:

Blaster Worm: Critical Security Patch for Windows XP (32-bit version)
http://microsoft.com/downloads/details.aspx?FamilyId=2354406C-C5B6-44AC-9532-3DE40F69C074&displaylang=en

Download & install MS Virtual Machine Build 3805.
Then visit the Windows Update website to obtain the
security updated version (Build 3810).

| I am very frustrated. I have been attempting to download
| the patch, but get an error box about cryptographic
| service. I followed the instructions, and my settings
| are correct, but I cannot download the patch. I have
| received the worm several times now, but norton destroyed
| it each time. I want this window closed, but cannot
| activate the patch. What am I doing wrong? Will this
| patch also take care of the pop-ups? In an unrelated
| matter, I also am unable to download Java Virtual Machine
| to access many websites. What is causing this problem?
| Any help or suggestions greatly appreciated.
