Enabling Windows Firewall with Juno 5.0

I've tried enabling the Windows firewall on my computer.
I follow all of the instructions. However, when I click
on Network Connections, I have nothing listed to click on
to go to the next step to enable the Internet Connection
Firewall. My husband also has Juno and has been able to
enable the ICF on his computer. Anyone have any idea why
I can't enable this?
