Pardon my ignorance

Trying to figure out how to boot XP Home in safe mode.
All the help files say:
"To start the computer in safe mode
You should print these instructions before continuing.
They will not be available after you shut your computer
down in step 2.
1. Click Start, click Shut Down, and then, in the drop-
down list, click Shut down.
2. In the Shut Down Windows dialog box, click Restart,
and then click OK.
3. When you see the message Please select the operating
system to start, press F8.
4. Use the arrow keys to highlight the appropriate safe
mode option, and then press ENTER.
5. If you have a dual-boot or multiple-boot system,
choose the installation that you need to access using the
arrow keys, and then press ENTER."
Well, when I click Start, my options are either Log Off
or Turn Off the Computer, then I get a Turn off the
Computer dialog box. When I select Restart, there is no
OK to click, it just restarts. There is no "Please select
the operating system to start." Pressing F8 after restart
does not give me boot options, XP just boots up
normally. I enabled F9 for boot menu but that doesn't
offer me safe mode either.
I really feel clueless. Any help would be most
appreciated.
