How about trying to D/L SP1 from a different location:
http://www.microsoft.com/windowsxp/pro/downloads/servicepacks/sp1/network.asp
You can D/L the service pack in its entirety by clicking the link under
Download. Save the file to a convenient location on your PC. When the D/L
is complete, try running the program and see what happens.
