Do I need to have Outlook Express to install Blaster virus patch?

I have XP professional. Outlook Express is not installed.
A friend sent me information about "April 2003, Cumulative
Patch for Outlook Express (330994)".

Should I try to install this patch?

Is there another patch for computers without Outlook
Express?

Does this virus only infect computers with Outlook Express?
