XP Administrator Tools

I cannot access the administrator tools on xp, nor can I
install any programs, including the virus scan program I
need as a result of this friggin blaster virus. I am
signed on as the administrator. This problem has existed
since I upgraded from 2000 to XP and also has prevented
me from loading Office XP. Can someone tell me how I am
suppposed to fix this so I am recognized as the
administrator. Thanks
