User with change rights can't delete files

Hi, I have a prob where one of my users cannot delete
certain files from network locations where he has change
rights on both the folder and the file. If I give him full
control he can then delete. The problem is intermittent -
sometimes he can and sometimes he waits for up to a minute
for the system to return an 'access denied' error.

The data is on an NT4.0 server and he is using Windows XP
pro

Any ideas?
