Not very well im sad to say.
If you want to limit certain users access to certain programs, files, or
directories, you can do this on a per user basis in XP Home, but you will
have to do one of two things.
1. Boot into safe mode, where you will see the "Security" tab when you right
click on a file folder or program. From there you will be able to set
permissions for any user, given that you are logged on as admin when
creating the permissions.
2. Or you can download this "patch" (more of a tweak), which lets you have
the security tab without safe mode.

As far as Web Content, given that you are using Internet Explorer you can
simply enable Content Advisor, which will allow you to put a password
protection for content that you specify.
I do not know if this is a global setting (meaning that it effects all
users), but knowing XP it is probobally per user, meaning that if you do not
enable this on your logon, it will not effect you just your kids.
