Confusion with Printer Security Permissions

Running on Windows XP Professional
I have set up a printer for sharing with permissions set through the
advanced security form. Power Users have the same permissions as
Administrators.
Now, when I test with the effective permissions tab for Administrators it
shows Full Permissions, as does Power Users. So far OK. But when tested
against my username, which belongs to Power Users, it has restricted
permissions.
Specifically :
Print YES
Manage Printers NO
Read Permissions YES
Change Permissions YES
Take Ownership NO

I am confused by this. Should not a user be granted the same permissions as
apply to the Group of which they are a member?
I checked that there are no Deny permissions on the printer.

The resulting problem of this is that while I am a Power User, I cannot
change the printing preferences such as Grey Tone, Multi Pages etc. More
accurately, the system allows me to change them but they have no effect on
the print job.
