I can set NoContextMenus but still shows up in IE!

I disabled context menus for my XP clients, but they still
come up in IE - what gives? This is kind of a problem,
because despite restricting access to all Control Panel
applets (in particular, Display) - all people have to do
to screw up the backdrop pic is right click any picture in
IE and select "Make Background" or whatever it is.
DOH!
I've been through the registry for over a year combing
over all the settings again and again (no AD here - Double-
Doh) and I don't think I've ever come across a restriction
in IE itself to prevent this. Anyone?
