Security problem

I have a computer that is constantly sharing the internet
to a LAN. It also has 2 local users. One of these is the
local admin, the other I want to block or password
protect internet access for. The computers I am sharing
the internet to are 98se, the computer doing the sharing
is XP Pro. Please note, when the ordinary user is logged
in locally, the internet still needs to be shared.
