Latest Updates downloaded, scroll bar jumping insanely

I woke up early this morning and turned on my computer.
Got the Latest Updates Ready To Install message.
I Installed them and restarted my computer.
After I did, every program I opened, the scroll bar would
jump insanely.
It is extraordinarily difficult to read a webpage, let
alone click on links to check for more info.
I tried using System restore, to reset my computer back a
week before the updates.
No effect.
I tried downloading the latest blaster worm patch from
the microsoft site, but when I finished I got a
Cryptographic error message (which I see many others are
getting also)
Anybody have any suggestions?
I would be greatly appreciative.
