I have never used XP Home so this solution may or may not
work.
Right click on 'My Computer' and select 'Manage' to open
up the 'Computer Management' console.
On the tree to the left, expand 'Local Users and Groups'
and select the 'Users' folder.
Locate the user accounts you wish to modify and open
them. You will be presented with the '<user name>
Properties' menu.
Select the 'Member Of' tab, click 'Add' to see a 'Select
Groups' window.
Type 'Power Users' in the 'Enter the object names to
select (examples):' box or click the 'Advanced' button to
see a list of groups available.
To see the list click the 'Find Now' button and click
on 'Power Users' to highlight it.
Click 'OK' twice to bring you back to the '<user name>
Properties' window.
Highlight 'Administrators' and click 'Remove' to revoke
administrator privligaes.
Power Users have the ability to install programs so this
should be what you are trying to accomplish.
Hope this helps. Again I have never used XP Home so I
don't know if this will work for you but give it a try.
