Unusual security problem

I have a computer running XP Pro getting the internet
from a 56k dialup that is ALWAYS connected and needs to
stay that way. It is sharing the internet to 2 other
computers in the house, both running 98se. The XP Pro
machine has 2 users, one of whom (me) is the local admin.
I need a way to continue sharing the internet while the
other user is logged in WITHOUT allowing them any
internet access. Local admin of course needs to be able
to access the internet normally, but second user doesn't
even need access to LAN. IS THERE ANY WAY TO DO THIS???
