service problem: REMOTE ACCESS CONNECTION MANAGER

Hi.
I have a big problem on my win xp (i am an administrator):
my dial-up connection doesn't work (i can't make a new
connection because the dial-up option can't be selected).
When i go into internet options, it says that there is an
error on the service: remote access connection manager,
and when i go on this service (which is disabled) and try
to enable it, it gives me this error: "access denied".

what can i do??

P.S. all the services which this service depeds on are
working ok.
