This is not a problem in Xp, if anything it is a problem in W2k.
Either you have installed the IISlockdown tool and have had a
group explicitly denied access to a number of executables, in
which case you would need to remove the deny and then verify
sufficient permissions are granted, or it is simply a lack of that
need to be granted. When loosning up permissions for a web
server, only grant the minimumum for what you are after.
