Can't change User Rights

On our network, roaming users are not permitted to shut down the system. I
want to change this.
Curiously, even as Administrator, when I log onto a client machine I can't
change most of its user rights. I go to Administrative Tools, Local
Security Policy, User Rights Assignment, and when I click on a setting to
change it, it's grayed out. Even though I am administrator!
This is true of most of the settings, and they have an icon next to them
that looks like three gray objects (representing a network?). A few of the
settings have an icon that looks like a *** of ones and zeroes, and those
are the ones I can change.
What's going on here?
