Patch 821557 : Safe?

I have heard several rumours from peers that they had
trouble with security issues (permisions among other
things) after installing patch 821557.

I am a bit apprehensive about installing this patch right
now. Is this patch safe to install?

Would appreciate an official answer if possible.
