Limiting access to internet options

Is there a way in xp Pro to deny access to internet
options of a limited user? I am trying to prevent files
from being downloaded under this limited account so file
download capibility has been switched off in Internet
options under this limited user account and i want to
make sure it cannot be turned back on. Thanks in
