My Documents not roaming as expected

What I want is for My Documents to reference a share. I
create a new user with Active Directory Users and
Computers in our People\Staff OU, setting Profile Path to
\\servername\Users\%username%\Profile and Home Folder to
connect Z: to \\servername\Users\\%username%\Home. Group
Policy of the People OU enables Computer
Configuration\Administrative Templates\System\Group
Policy\Folder Redirection policy processing AND User
Configuration\Windows Settings\Folder Redirection\My
Documents (Target to \\servername\Users\%username%\Home\My
Documents). All elements of \\servername\Users\%username%
\Profile and \\servername\Users\%username%\Home\My
Documents are owned by Domain Administrator and Full
Control by Administrator and %username%. When logged in as
that user, Start\My Documents\Properties shows
C:\Documents & Settings\%username%\My Documents. How do I
do that?
