Bob;
Login to and account with Administrator access.
Go to User Accounts in Control Panel.
Select the users and set a password.

Reboot, tapping F8 each second, select Safe Mode at the menu, select
Administrator.
Then go to User Accounts in Control Panel and password Administrator.
Tightly control who has the passwords and take appropriate steps to
not lose the password.
