Win XP - Operation Restriction?

I just recently started getting the following pop-up
window when connected to the internet: "This operation has
been cancelled due to restrictions on this computer. Please
contact your system administrator." This problem occurs
when 1) IE browser is used or a browser with an IE shell (
AOL, Avant, etc.). Does not occur with Opera or Mozilla and
2) message pops up ONLY when a link is clicked within a web
page. I haven't changed any settings. Have done a System
Restore, no luck. Have gone so far as to do a
repair/install with no luck. Ideas? Thanks.
