   Hi Carolyn, I just posted almost the same problem just
a few minutes ago. The solution is to use "System
Restore". Go back to the day before you installed the
update and restore from that point. Keep a note about
update #821557 so you will not download it in the future.
Below is the message that I posted. If I can be of futher

   I recently installed Security Update #821557. After
the computer was restarted, I had nothing but problems.
Most of my "Quick Launch" shortcuts would not work. When
I would click on many of them, I would get a popup
stating the unable to locate. I could go to the main exe.
files and click on them, via C:-Prog.Files, and there
would be no problem opening whatever I wanted to open. I
even tried to copy the exe., then paste the shortcut into
the quicklaunch. Again it would not work, but if I pasted
the shortcut on my desktop, it would work fine. And
again, I would drag the shortcut icon into the
quicklaunch box and it would not work. I also found that
my link to "MS Windows Update" would not work. As soon as
I would click the start button, then click "Windows
Update", the hour glass would come on the screen, as
normal when the page starts to open, but the the computer
would go directly back to desktop. I couldn't even paste
the windows update address into the address bar and go
anywhere. I ran a full updated virus scan on my system
with no problem found. I was able to use "System Restore"
and go back to the day before I installed the Security
Update to restore the system. After a restart, I had no
futher problems with my system. All of my "Quick Launch"
and "Internet" links again work with no failure. As of
today, the only update I do not have installed is
#821557, and this update should be removed until it is
repaired.
