Allow restricted users access to power management

Hi

Our IT department is responsible for the rollout of over a
hundred tablet PC's running Windows XP. We are having a
large problem at the moment - in that all the users,
whilst they have locked-down user accounts, need access to
power management settings because of their differing needs
using the tablets remotely.

Is there any way to easily grant the users the ability to
change their power management settings, without granting
them higher security privaleges?
