Can't set Internet Options in IE6.0

When I click "Tools/Internet Options" in IE6, I get a
message saying "This operation has been cancelled due to
a restriction on the computer. Please contact your system
administrator."
Well, I am the only user on this computer, and have
administrator privileges. I have been able to change
internet options before, and I never changed anything (to
my knowledge) that restricted access to Internet Options.
I suspect some program I loaded took control of my
Internet Options without my permission or knowledge.
Does anyone know how I can get back control of my
internet options in IE6? All help will be greatly
appreciated! Thanks!!
