Messenger Pop Ups

I keep recieving these message pop ups that claim to stop
unwanted pop ups or ads from the internet. They claim
that microsoft has included a program that allows others
to send pop up messages using the IP address.
I have recieve pop ups from, privacysaver.org, endad.net,
and messageaway.com.
Please let me know if this is a legitimate claim or
fraud, and how can i stop those anoying pop ups without
spending additional moneys to anyone but microsoft.
