I fixed the problem (see below).

FYI this had nothing to do with my ISP, as it was a
problem with my WMI permissions on my personal laptop.
Anyway, after several days of poring over manuals and
websites, I managed to come across a link found by google
that helped me fix the problem.
First, I had to log in as Administrator and stop
any running wmi services.
Then, I deleted the following folder and contents:
%SystemRoot%\System32\Wbem\Repository
After restart, this folder will be regenerated with
the default security and permissions.
You can use the same trick if your WMI ever gets
corrupted:
