Can't Access Users Documents and Settings Folder

I just reinstalled WinXP on my desktop and now I am unable
to get into my documents and settings folder to retrieve
that data. My friend said that it was because I made that
users data private. When I run cipher and efsinfo against
that directory however it shows it as being unencrypted.
Any ideas on how to get my data back?
