XP Setup/attachments/medctroc.inf

My problem is that I can't anymore send attachments via a
web based email such as Hotmail, although they work
perfectly well using Outlook Express. (This has ceased to
work only recently.)

I therefore think there might be something wrong with my
Internet Explorer browser. I've looked through all
settings and security settings: they SEEM ok but I don't
understand all of them!

SO ... I thought I'd 'repair' or reinstall IE from the XP
Pro cd-rom. So, went into XP Setup but got the following
message:
"unable to open medctroc.inf. error code 0x2 at line
2011777033".

Are my two problems related?

Any assistance/advice would be gratefully received!
