Security Bulletin will not download

Microsoft Security Bulletin MS03-011 has a download
that's supposed to fix a VM problem. The download number
is 816093.
I have tried to download and apply this patch eight times
over the two monts since it was released. Every time I
get a "No Updates Were Installed" error, but no clue as
to why it failed. All other updates have been processed
without trouble.
Any ideas as to why this one patch won't download?
(Supposedly one can get free phone support for Security
Bulletin problems, but after going through the Web page
for over half an hour, I'm unable to locate a phone
number to try. I hope this message board is an
appropriate way to ask for help.)
