Attempt to make system config. modifications denied.

While attempting to update my ICQ software to the latest
version I received the following message "You do not have
access to make the required system configuration
modifications. Please rerun this installation from an
administrator's account." The only problem is the fact
that I have an adminstrator's account. I switched to the
other two user accounts on my family's computer that have
administrative access and was denied permission to do the
same thing on both of these accounts. Any ideas?
