Angela,
Here is the fix:
Click on Start button at lower left of your screen.
Click on Run
Enter the following: services.msc
A dialog box will show the list of services.
Scroll down till you find "Messenger".
Select "Stop" for both extended and standard services.
Pop-ups will go away after restart.
