can't turn on firewall

I believe someone is trying to hack my computer, and i
want to turn on my firewall; however, when i try, a
windows connection warning pops up, saying

"An error occurred while internet Connection Sharing was
being enabled. The dependency service or group failed to
start."

And i have check the task Manager, there are couple
applications seem new to me. they are
1. alg.exe
2. Avconsol.exe
3. TCPSVCS.EXE
4. mdm.exe
5. Lexpps.exe
6. LexBceS.exe
7. WINLOGON.exe

and at the MSCONFIG, Here are the startup that i enable
1. DIrectXset
2. LXSUPMON
3. printray
4. Packet32
5. PAgent
6. VsStat
7. Mcupdate
8. RuLaunch
9. ctfmon
