Does it happen on all profiles:
Check the Start-up folder in the effected profiles or the "All Users"
file:
Open My Computer, double click C drive.
Double click "Documents and Settings"
Double click the user.
Double click "Start Menu", double click "Programs"
Look in Start up folder

What is your Internet Explorer Home Page Set to:
Open Control Panel, Internet Options.

Try these:
Run Disk Cleanup checking all boxes except "Compress old files"
Reboot, search for and delete all "*.tmp" files.
