Regarding this issue, I have the following suggestions for your reference:
Suggestion 1:

Please check if you have enough permission on that folder. We can try take
Ownership of the file:

Suggestion 2:

Did you Encrypt the file? Right click on the file and then select
Properties--> General tab--> Advanced button--> Is the "Encrypt content to
secure data" option enabled? If so, let's try to remove File Encryption:

Suggestion 3:

Try safe mode:
Login as an Administrator by Restarting computer in Safe Mode because in
Windows XP the Administrator account is not displayed in User Accounts
unless the computer is in Safe mode.
Steps : To login as an Administrator:
1. Click Start, click Turn Off Computer, and then click Restart.
2. After the computer completes the Power On Self Test (POST), press F8,
and then click Safe mode.
NOTE: If you have difficulty getting to the Safe mode menu command, press
F8 repeatedly after you turn on the computer.
3 Log on as an Administrator, or with another account that has
Administrator permissions.
4. Test if you can access the folder.
