User accounts

Hello. i have XP and there are several users. I am the
administrator, and the others all have limited account.
The reason it is like this is because i do not want them
to have acces to everything, just a few programmes.
However,the problem is they can't install all programmes.
they need the administartor's "permission". How do i give
them this acceptance?
