Error Deleting File or Folder

Norton Antivirus identified a file and was not able to
quarantine, repair or delete.

The file is located C:\Windows\badfile.exe

I am running windows xp pro.

When I try to delete it through windows explorer I get
the message "Error Deleting File or Folder
Cannot delete badfile: Access is denied
Make sure the disk is not full or write-protected and
that the file is not currently in use".

I have gone into to security and taken ownership of the
file and also that the file is not read only. Nothing is
working. There seems no way to get access to delete this
file.

Any advice?
