xp wont let me load .exe files from server

I work for a company that supplies Acer PC's. The one
problem that we have is after going through the
Registration progress on windows XP, we set the system up
by logging onto our net work by the "RUN" command.

The then go to install an executable (i.e - win Zip) but
when we try to do it from the server, a file download box
comes up and says that

"some files can harm your computer. If the file
information below looks suspicious, or you do not fully
trust the source, do not open or save the file"

"This type of file could harm your computer if it contains
malicious code"

This would be ok but we cannot un-tick the "Always ask
before opening this type of file"

If we reload the software, with the disk that are provided
the problem is no longer and we cant download from the
server. Obviously this takes time.
