Do you mean getting into Safe mode and the computer without a
password?
Yes.
Reboot to Safe Mode as previously described.
Then go to User Accounts in Control Panel.
Select Administrator.
Choose "Create a password"

If you want control, be sure to password all Administrator accounts.
Any Administrator can do and undo anything any Administrator can do.
Take precautions to not lose the passwords.
